[imp] Themes preferences in IMP

Hello

we use IMP and TURBA for our webmail and bypass the HORDE screen/login to make
the system as easy as possible. Most of the HORDE preferences will be locked
anyway but it would be nice to have the "themes" setting accessible in IMP.
I have copyed the "theme" prefs value from horde/config/prefs.php to
horde/imp/config/prefs.php but get an empty list for choosing themes in the IMP
settings.
Is there any easy way to get this work or is this impossible by design.
