When I changed the directory to mail and changed the include to 
 
Alias /mail /var/www/mail
<Location /mail>
    Order deny,allow
    Allow from all
</Location>
 
It worked fine.  For some reason the base folder must be the same as the alias.  Not sure why.  Can't say it's a bug but maybe it should be documented somewhere.
