[imp] Attachment Problem - 0KB

I'm having a problem with attachments which I think may be related to my PHP
config.

Windows 2000 IIS
PHP 4.3.11
MSDE 2000 SP3a
Horde 3.0.4
IMP 4.0.3

We had this same issue with a CVS-HEAD version from months ago (July 2004)
and I figured is was just an interim bug. Well I've finally got around to
updating and I'm seeing the same results. All attachments for all messages
end up as a 0KB file when the are downloaded. I cannot view graphic or text
attachments inline either. Their size is reported correctly and their mime
type and name is correct but when I download them, they end up as a 0KB file
on the local system. I first noticed this problem after I had updated PHP to
work with the new version of CVS-HEAD from last year but never got around to
fixing it (as it was a test site). My new test site is producing the same
results though I started from scratch so I must have done the same thing
twice. I checked the simple things like permissions of the PHP temp folder
and PHP error logs - nothing shows up. Any ideas?
