In horde/config/conf.php change:
$conf['auth']['checkip'] = true;
To $conf['auth']['checkip'] = false;

I am also facing the same problem, How to disable the dynamic proxies? How
to
turn this feature off? I am newbie using webmail. do i have to contact my
ISP or
the people who host my site, Please help me
