[imp] Horde Configuration will not SAVE

Wehn trying to save a horde setup of H3 and all latested realeases I get the
following error:


Horde Setup

Warning  Could not save the backup configuration file
/var/www/html/horde/config/../config/conf.php.bak.

Warning  Could not save the configuration file
/var/www/html/horde/config/../config/conf.php. You can either use one of the
options to save the code back on Setup or copy manually the code below to
/var/www/html/horde/config/../config/conf.php.

I am guessing it's a rights issue yet on another system in my office I have the
same setup and it saves fine!
On this system RH9 I had to compile Apache Latested and PHP Latested to get
Latest Horde going
