So what kind of specifications would a new library attempt to meet?  What
language should it be written in?  What set of features should it 
provide?  Its
such a core and integral library that I can't imagine noone in the world
wouldn't step up to the challenge of building a better mousetrap.  And with a
concrete proposal, a company may fund some or all of the work.

Better to make c-client become legacy, than to have it still be the 
only game in
town, five years from now..
