[imp] Displaying quota warnings to shared mailbox users

Users are seeing the quota from the IMP driver when they view a message in a
shared folder.  Its confusing because unless they put two and two together and
come up with the linkage to the owner of the shared folder being at 93% quota,
it looks like it shows up sporadically to them - one time it will be there,
when they switch folders, its gone.
