[imp] attachments function not shown

% grep file_uploads /usr/local/lib/php.ini
file_uploads = On
% grep upload_tmp_dir /usr/local/lib/php.ini
upload_tmp_dir = '/tmp'

% ls -al /tmp
total 265
drwxrwxrwt   6 root    root     4096 Sep  8 14:39 .
...

So the problem has got be something else.
