Actually, I was contemplating writing a simple script to do exactly 
this.  Since someone else might find it useful, that might be 
motivation enough to do it.  Essentially it would be a script that read 
the array of preference elements in prefs.php.dist and prefs.php and 
reported back what was different, which should help highlight what to 
add and what to remove.  Should be useful for admins who track CVS and 
want to quickly find out what's changes in prefs, or for upgrading from 
point releases (X.0 -> X.1).
