[imp] turning of "mark as spam" confirmation messages

Would this be a useful preference?  Seems like  you could add it as a 
preference, pass 'spam_report' if it was set, which would force a popup 
from javascript.inc, or otherwise pass nothing as the ActionID, which 
would submit without confirmation?
