Another option might be to use apache virtual hosts if you aren't 
already and one of the username hooks from horde/hooks.php with an 
exception for your local domain. then all of your users could login 
with only their username for simplicity and consistency ;)

You might want to take look at all the hooks if you haven't already.  
I'm sure you will find several that can be of use to you.
