[imp] IMP makes Horde unusable if use_notepad set to true

Actaully, after first few failures, I decided to recreate all conf.php  
files (including IMP's) from scratch.  I removed all of them from  
disk, and used Horde's admin interface to recreate them.  So, if  
conf.php was corrupted, that's how Horde created it...
