[imp] No sidebar on first login..

Dear List:

I upgraded the software from HORDE 3.0 to HORDE 3.1.1 and  
correspondigly IMP,Kronolith, Turba etc to their latest stable versions.

Users won't get Sidebar on their first login, but subsequent logout  
and login brings it.

is it a bug?
