[imp] character sets

I've set the "default charset for messages with no charset  
information" option to be UTF-8.  Aside from composition that's the  
only character set setting I can find.  But when I get mail from  
Outlook or Mac mail.app or even when I send myself a message in UTF-8  
from Horde imp says "This message was written in a character set  
(UTF-8) other than your own.  If it is not displayed correctly, click  
here to open it in a new window.".   How can I make it so that  
doesn't happen?
