[imp] Horde pref system charset requirement

In Horde 3.1.2, admin/setup, tab Preference System, if:

- "What preferences driver should we use?" = SQL Database, 
-  Driver configuration  = Horde defaults

then, upon saving the config in config/conf.php, the following error appears: 

Required "charset" not specified in preferences SQL configuration. File 
(...)/config/conf.php should contain $conf['prefs']['params']['charset'].


I tried to resolve the error by adding 

$conf['prefs']['params']['charset']='UTF-8'; 

but it did not help.
