Because there is a broken router inbetween you and the Horde servers
and until it is fixed you have to work around it.

The Horde people have contacted their ISP and their ISP is working to
resolve the issue, but it isn't their equipement, so it may take a while.

Yes, but it is not the fault of the Horde project or their ISP.  They are
simply providing a solution for you.  If you don't want to use the solution,
then you can wait until the broken/misconfigured equipment is found, the
owners contacted, and the situation corrected.  Or, you can use the
solution/workaround provided, and not have to wait.  Your choice.

There was a lot of talk about this on the core and horde lists.  I think
you probably just "missed" the postings about this...
