[imp] can't get cvs head update for imp

I get the the following error trying to update imp with cvs.  Here's  
the transcript of the session.

> setenv CVSROOT :pserver:cvsread at anoncvs.horde.org:/repository
> cvs login
Logging in to :pserver:cvsread at anoncvs.horde.org:2401/repository
CVS password:
> cvs update -Pd
cvs update: Updating .
cvs update: failed to create lock directory for `/repository/imp'  
(/var/lock/cvs/imp/#cvs.lock): Permission denied
cvs update: failed to obtain dir lock in repository `/repository/imp'
cvs [update aborted]: read lock failed - giving up

Any ideas what I'm doing wrong here or is there a problem with the cvs server?
