In horde/imp/config/prefs.php, there's this

// confirm successful sending of messages?
$_prefs['compose_confirm'] = array(
     'value' => 0,
     'locked' => false,
     'shared' => false,
     'type' => 'checkbox',
     'desc' => _("Display confirmation after sending a message?"));

Set the value to 1 to confirm.
