Ok, it looks like there is a default somewhere.  How do I lock it?  Can 
you please point me to some documentation if possible?

Looks like there may be an issue in the SQL shell: In the result table a 
pref_value of 1 shows up, whereas a value of 0 leaves an empty field.  Or 
is that a feature?
