[imp] linked attachment maintenance

hi

if linked attachment is enabled, it will use up more space on the
server.

i think there should be a way to control the disk usage and maintenance
(by admin) such as server side force max storeage or max no of month to
keep message

currently i know each user can config to clean up linked attachment per
month and keep linked attchment period (6 month by default)
