[imp] Attachment Size and Memory limit with php and FC6 System

It's obvious where the 8 Mb limit is coming from.  Raise your
upload_max_filesize.

Now, it's still curious that IMP is showing a 2 Mb maximum upload
size.  Please post, in one place, and in their entireties:

- php.ini, with comments stripped
- IMP's conf.php
