[imp] charset problem

I've got a problem to compose a message. The charset choosen is Occidental
ISO-8859-1. If I write in my message "é", the content of the message written to
"home/user" will be "=E9", so if I want reply to people using the same domaine,
messages quickly become incomprehensible.
Is it a configuration problem? If so, which one ?
If I use the telnet protocol or a php script to send message with an "e", the
message is well written in "home/user". An idea ?
