This bug must have been introduced between Imp 4.1.3 and 4.1.5
as an attempted fix for an even worse bug: I have tried the
same test with Horde 3.1.3 and Imp H3 (4.1.3), and Imp sent
the string «日本語» (hex:  1B 24 42 46 7C 4B 5C 38 6C 1B 28 42,
ISO-2022-JP: «日本語»), in the Subject line -- without the
encoded-word markup (according to RFC 2047).
I have configured my Webmail installation to use UTF-8 as its
default encoding, as this causes the least headache.
