[imp] disabling "fetch mail" feature

No, I'm using IMAP for reading messages with IMP, and the IMAP server is 
located on the same machine as the IMP installation. This is working 
ok, and all I want to do, is disable the option for the users to use 
the "Fetch Mail" feature of IMP.
