[imp] special characters coming through as question marks

When I paste text from MS Word that contains a ' or a " for example, and
then I send it from Imp, they are coming through as question marks on the
recipient's end. I would like to change this because I often paste documents
from Word as emails. I have iconv and mbstring enabled and I also have
mbstring.func_overload turned off.
