[imp] Filter Question "Stop checking if this rule matches?"

If you are not seeing the Administration menu, you'll need to edit the  
horde/conf/conf.php
and add your user account to the $conf[auth][admins] array.

Something like:
$conf[auth][admins] = array('username');
