[imp] maximum number of recipients setting is not working.

Dear List,
It does not seem to be anything to do with Draft/not draft. I tried
to debug, added few lines in imp/lib/Compose.php.

But, I find that, max_recipients is always '1' and not the value which
I have set.
Please guide me to further debug.
