I think my description may not have been quite right. I may be seeing the html part, but just not the inline image.
I have set $mime_drivers['imp']['html']['inline'] = true; in both local overrides of horde/config/mime_drivers.php and horde/imp/config/mime_drivers.php but that didn't seem to make any difference.
