You are incorrect.  To receive the message you reported (see above),  
it means the message you are viewing is broken.  It is a  
multipart/related message that does not refer to one (or more) of the  
related parts in the base related part.  These unreferenced parts are  
***NOT*** attachments.  However, to work around broken MUAs, we  
provide a list of these unreferenced parts in the minute chance that  
these parts are important.  But we are not going to treat them as  
attachments because they are ***NOT*** attachments.
