Looks fine, contains:

$_prefs['max_msgs'] = array(

);

Therefore some additional "trivial" questions:

This *is* your ...../horde/imp/config/prefs.php  ??
And it has the correct permissions to be readable by your web-server ??

Your original question mentioned some error message like "no mail  
preferences found".
