[imp] No To: in mail (traditional view)

Dear All,

I find that after upgrade to 5.0.19, I see no 'To:' address for some  
mails.  When I checked the same mail in H3, To: has Undisclosed  
Recipients.

Is this change intentional or a bug and already fixed for 5.0.20.
