[imp] Setup Interface

[Rodrigo Abantes Antunes]

I used the guide "Installing Horde Groupware Webmail Edition 4.0":

pear install -a -B horde/webmail

I was certain the other time I installed this I could access the setup  
interface without password.. Don't know what I did wrong now :(
