[imp] password validation and outbound rate limit

Dear Community,

 I have to requirements to achieve:

 - I have to validate password input when passwords are changed via IMP according to our password policy
 Will I have to modify the source code or is there a function/module provided for that?

 - I have to limit outbound messages that were sent via IMP.
 The goal is that one user can only send a certain amount of mails via IMP.


 Has anybody already implemented similar requirements?
