Nevermind, our web developer just figured out a working solution.

http://horde.example.com/imp/?page=mailbox#mbox:U2hhcmVkIEZvb

where "U2hhcmVkIEZvb" is the base64 encoded mailbox name.  Be careful to
avoid any trailing whitespace (including newlines) when encoding the
mailbox name.
