[imp] add attachment - select file window show up two times

Ironically, it appears that FF 22 fixed a longstanding issue.  So it's  
not a regression... although it does break existing code so it's  
definitely annoying.

I think the browser object sniff I have added fixes things.  I can  
verify adding attachments works correctly on both FF 21 and FF 22 now.
