Is Using VFS recommended for IMP Compose?  Currently, it is disabled  
and same setting is there for years.

When VFS is not enabled why errors like following should come in log

MERG: HORDE [imp] Unable to open VFS file
  .horde/imp/compose/63e9b2d5-a508-4a9e-bd35-fe410a150514.
fopen(/tmp/.horde/imp/compose/63e9b2d5-a508-4a9e-bd35-fe0a150514):
failed to open stream: No such file or directory [pid 152862 on line
71 of "/var/www/horde/imp/lib/Compose/Attachment/Storage/Vfs.php"]
