Well:

That's trying to get the value of 'whitelist' from the preferences system
(that's where the actual whitelist is stored).  If you don't have such a
value in your database (or whatever preferences backend you're using),
then the prefs.php should be supplying a default value.  This works here;
not sure what to tell you, other than putting debug code in to print
what's going on, and double-checking your prefs.php to make sure you have
the new ['whitelist'] section.
