[ingo] add filters in admin

i need to create a default filter configuration when adding a new
account via horde admin.  is there an easy way to to this?  i need to
add a simple rule that sends anything tagged by spamassassin to a spam
folder, but cyrus sieve doesn't have a way to do a global rule.
