[ingo] [PATCH] conversion script

Greetings,

The IMP filter -> Ingo conversion script (ingo/scripts/convert_imp_filters.php)
doesn't quite work when converting from IMP 3.x.  With the fixes in the
attached patch it worked for my installation.

Note that I did not re-test my changes for converting from IMP 4.0-CVS filters,
but I don't think I've changed anything that will break that functionality.
