Cleaned up and committed. Please take another look at the coding standards
and compare what I committed with your patch.

I'm not sure if the new method in Ingo:: is necessary. If we might create
new folders from other places in Ingo, probably yes. But if rules.php is
the only place where we will call it, the code should be moved there, it's
a three line thing anyway.
