[ingo] lost rules

The storage format changed sometime ago, and there was code for several
months in base.php that updated the old format to the new (this code has
been removed).

If you haven't updated Ingo in many months, this would be your problem. 
Your only solution is to redownload the old version or recreate your
filters.  Ingo is HEAD software and no guarantees are made about data
storage working between any two daily versions (See
http://horde.org/source/).
