The apply option will only appear in IMP 3.x if you are using IMP's built-in
filtering code - IMP really doesn't interact much with Ingo in the RELENG
versions.

In the HEAD versions you will _never_ see the apply icon when using a
procmail filter since it is impossible for a user to apply a procmail
filter - the filter is applied automatically to any incoming mail.
