Sieve does. I'm not sure about the others (ie procmail). In either 
case, I don't see the need for mangling the input. If the backend 
doesn't support case sensitivity then "String" should be treated the 
same as "STRING" shouldn't it? And if case sensitivity is desired, 
converting the input to lowercase mucks thing up.

And, I 've submitted a report in bugs and will do so in the future.
