[ingo] syntax of prefs['rules'] values

Hopefully this is a farily easy question to answer (other than having to read
through the code that references it)...

What's the syntax of the 'value' of the $_prefs['rules'] in
ingo/config/prefs.php?  For the time being, I want to delete all of the
default rules.  At some later point, we'll probably want to add in custom
ones.  Is there some reference on adding your own default rules that i missed?
