[ingo] maildrop driver for ingo

I tried it with only one driver listed in backends.php.  Still no go.

I see that this uses ftp to update mailfilter; I do have a functional ftp server
on this new system, using vsftp.  Maybe a permissions issue? What user is doing
the ftp-ing?  What log can I look at to see what's going on?  I normally see
maildrop messages in my mail log, but that doesn't seem appropriate here.  I
don't think maildrop is involved yet.

What event triggers the write to .mailfilter?  Whenever one is saved in Ingo,
when Apply is clicked, or... ?
