[ingo] Save and Enable option for rule?

We use Ingo with the Sieve backend.  One item that has eluded most of 
our users is enabling vacation rules once they have them set up.  The 
[disabled - click to enable] link in HEAD might help that situation but 
what about adding a "Save and Enable (or activate)" button on the 
Vacation Rule page.  My thinking is that a one-step process for saving 
and activating leaves less room for someone saving a rule but 
forgetting to activate it.
