Before I open a bug report on this, would someone give me some ideas  
on where I might start to find what this issue is?  In the coming  
days, I plan to stand up two test servers and put the horde 3.0x  
components on them and validate some similiar filter or rules work,  
then upgrade on to 3.1x on one of them, and hopefully see that the  
rules no longer work.
