[ingo] convert_prefs_to_sql.php

I'm considering the new SQL storage backend for Ingo, and gave the 
conversion script (convert_prefs_to_sql.php) a try.  After running it, I 
ended up with two sets of "Whitelist / Blacklist" rules in positions 1-4.

Any ideas as to why?  I didn't have any entries in  the various ingo_ 
tables, and my original horde_prefs ingo rules pref doesn't have 
multiple blacklist and whitelist entries.
