[ingo] Changing the default value of SPAM Level.

Dear List,

I am using latest stable Horde WebMail edition.

I had asked about how to change the default value for Spam Level for  
configuring Spam Filtering.  It looks like it is not configurable and  
I had to change it in ingo/Storage.php $_level variable for setting  
default value.

I feel this should be a configurable parameter along with these lines  
in conf.php.

$conf['spam']['header'] = 'X-Spam-Level';
$conf['spam']['compare'] = 'numeric';
