[ingo] Enable Spam Filter by default (using sieve)?

To *enable* those rules, you just have to change the default value for  
the 'rules' preference in ingo/config/prefs.php. What you describe is  
only necessary if you also want to *activate* the Sieve rules by  
default.

But I suggest you better set default Sieve rules directly on the  
server for new users, because only then you are sure that those rules  
are active, even if the user didn't use webmail so far.
